I know Obsidian is in Ped. Rock but ive cleared it and cant find the boss with it...is he not always there?

Correct, he swaps with his wife Maxine, you'll only ever get one of them. I'm not sure about Harn, but I know Maxine wanders around, leaving a trail of spirits wherever she goes.
